Ingredients
  

  • 1 ½ sticks Salted butter divided (12 tbsp. total)
  • 1 Medium sweet onion finely diced
  • ½ tsp. Ground allspice
  • ¼ tsp. Ground nutmeg
  • 1 tsp. Black pepper divided
  • 3 Cloves garlic minced
  • cup Whole milk
  • 1 ½ cups Panko breadcrumbs
  • 2 Large eggs
  • 2 lbs. Ground meat beef, pork, or a combination
  • 3 tbsp. Olive oil
  • 2 cups Shell pasta or egg noodles, uncooked
  • ½ cup All-purpose flour
  • 5 cups Low-sodium beef broth
  • ½ cup Water
  • 1 tbsp. Worcestershire sauce
  • ½ cup Heavy cream
  • 1 tbsp. Fresh parsley finely chopped

Instructions
 

  • Melt 4 tablespoons of the salted butter in a medium skillet over medium heat. Drop in the finely diced sweet onion, ground allspice, ground nutmeg, and a half-teaspoon of black pepper, cooking for 5 to 6 minutes while stirring frequently until the onions become soft and translucent. Add the minced garlic and cook for an additional 2 minutes until intensely fragrant.
  • Pour the two-thirds cup of whole milk directly into the hot onion skillet, bringing the mixture to a very gentle simmer for 30 seconds, then pull the pan from the burner.
  • Place the 1 ½ cups of panko breadcrumbs into a medium mixing bowl and pour the warm, herbed onion and milk mixture completely over the top. Stir firmly to combine the elements into a thick paste and set aside on the counter to cool to room temperature.
  • In an extra-large mixing bowl, combine the ground meat, two large eggs, and the cooled breadcrumb paste. Use your hands to gently mix and knead the elements together just until everything is uniformly combined; avoid over-working the meat matrix, which tightens the protein bonds and causes the meatballs to turn tough and rubbery.
  • Roll the meat mixture into compact, uniform 1-inch balls (yielding roughly 30 meatballs). Arrange them on a baking sheet lined with parchment paper, cover with plastic wrap, and transfer to the refrigerator to chill for exactly 30 minutes to help the structures anchor together before frying.
  • While the meat chills, bring a large pot of heavily salted water to a rolling boil. Drop in the 2 cups of uncooked shell pasta and cook until al dente (approximately 7 to 8 minutes, leaving a firm bite in the center). Drain the water completely and transfer the hot pasta directly into a 9×13-inch casserole dish, spreading it out into a level layer.
  • Preheat your oven to 375°F. Melt the remaining 8 tablespoons (1 stick) of butter with the 3 tablespoons of olive oil in a large, deep skillet over medium-high heat. Working in separate batches to prevent crowding and steaming, drop the chilled meatballs into the hot fat and sear undisturbed for 2 to 3 minutes per side until a deep, beautiful brown crust locks onto the exterior. Transfer the par-cooked meatballs onto the bed of pasta in your casserole dish, leaving the rich pooling fat and caramelized drippings inside the skillet.
  • Set the dirty skillet back over medium heat and whisk in the half-cup of all-purpose flour. Stir continuously for 1 to 2 minutes to toast the starches and eliminate any raw flour taste, creating a smooth, dark golden roux.
  • Slowly stream the 5 cups of beef broth and a half-cup of water into the roux while whisking rapidly to scrape up all the savory, dark pan bits stuck to the bottom of the vessel. Whisk in the Worcestershire sauce and the remaining half-teaspoon of black pepper, bring the liquid to a simmer, and let it cook for 8 to 10 minutes until it thickens slightly into a smooth gravy baseline.
  • Reduce the stove heat to low, pour in the half-cup of heavy cream, and stir firmly for 60 seconds until the sauce transitions into a rich, uniform ivory color.
  • Pour the hot cream gravy evenly over the meatballs and shell pasta in your 9×13-inch casserole dish (the pasta will appear heavily flooded, which is intentional as the shells continue to drink up liquid in the oven).
  • Place the dish uncovered on the middle oven rack and bake at 375°F for 20 to 25 minutes until the gravy is bubbling violently around the borders and the exposed meatball tops are deeply bronzed. Remove from the oven, let the bake rest for 5 minutes to allow the rich sauce to stabilize and tighten, blanket the top with fresh chopped parsley, and serve hot.
